12/21/11 Bear Lake County Planning & Zoning Meeting Cancelled:
The Bear Lake County Planning & Zoning
Commission will not hold its regular scheduled meeting on Wednesday,
December 21, 2011 at 7:00 pm at the Paris Elementary Board Room
located at 39 S. Fielding St., Paris, ID.
The December Planning & Zoning Meeting
for Bear Lake County has been CANCELED. Next meeting is scheduled
for January 18, 2012.

12/12/11 Commissioners Meeting Minutes:
The Board of Bear Lake County Commissioners
met in regular session on December 13, 2011, beginning at 9:00
A.M. in the School District #33 Board Room in Paris, Idaho. Members
present were Vaughn N. Rasmussen, Chairman, Montain D. Kunz, DeMar
Romrell and Kerry Haddock, Clerk of the Board.
Lynn Lewis, Assessor, Tricia Poulsen, Treasurer, and Bill Stock
also attended the meeting.
AGENDA APPROVED
Consideration of a Homeland Security Grant Application was added
to the agenda. Commissioner Romrell made a motion seconded by
Commissioner Kunz to approve the agenda as amended. Motion carried.
ELECTED OFFICIALS MEETING
Tricia Poulsen, Treasurer, presented a garbage fee for cancellation.
The Commissioners decided not to cancel the fee. Clerk Kerry
Haddock reported on the Idaho Tax Payers Association annual meeting
and a meeting of the Idaho Association of Counties Legislative
Committee meeting in Boise.
COMMITTEE ASSIGNMENTS
Commissioner Romrell reported that Paul Martindale had accepted
being appointed to the Fair Board. Commissioner Rasmussen had
attended a 100 year anniversary celebration in Bonneville County.
MINUTES APPROVED
Commissioner Romrell made a motion seconded by Commissioner Kunz
to approve the minutes of the November 14th regular meeting.
Motion carried.
BILLS APPROVED
Commissioner Kunz made a motion seconded by Commissioner Romrell
to approve the November Bills. Motion carried.

GEM PLAN BOARD
Clerk Haddock presented ballots for 2 Gem Plan Board of Directors.
Commissioner Romrell made a motion seconded by Commissioner Kunz
to vote for Commissioner Vaughn Rasmussen for District 5 Representative
and Commissioner Cleon Jolley as the at large representative.
Motion carried.
ROAD IN CANYON ESTATES
Gary McKee and Penny Floyd discussed a road in Canyon Estates.
They had agreed with a previous Commission that the County would
accept the Road as a County Road if it was built to County standards
and several other conditions were met. Since it had been several
years since the agreement they wanted to confirm the agreement
prior to starting work on the road.
SPECIAL EVENTS PERMIT
Mitch Poulsen presented a proposed special event permit for bicycle
and pedestrian events in the Bear Lake Valley. He hoped to have
it adopted by both Bear Lake and Rich Counties and administered
by the Regional Commission. It would be used to help coordinate
with other agencies such as State transportation departments,
State Police, Forest Service, etc. The Commissioners were supportive
and wanted to add legal wording to limit the County's liability.
ROAD AND BRIDGE ISSUES
Greg Skinner presented his monthly report. He reported that the
lack of snow was allowing him to have employees use up some comp
time. He presented a list of roads that would be posted with
a no winter maintenance sign. The D6 Caterpillar needed linkage
repairs.
BOARD OF EQUALIZATION
Commissioner Romrell made a motion seconded by Commissioner Kunz
to convene as a Board of Equalization to consider valuation appeals
on sub-role and missed role. Motion carried. No one appealed.
Appraiser Lori Haddock presented some statistics on the sub-role
and occupancy. Commissioner Kunz made a motion seconded by Commissioner
Romrell to close the Board of Equalization and return to the regular
session. Motion carried.
EXTENSION OFFICE
Sharlene Woffinden presented an annual report on the Extension
Office. She reported on Fair, 4-H and educational activities
for the year. She also reported on efforts to organize a 100
year anniversary celebration of 4-H in Bear Lake County next year.
HOSPITAL BOARD VACANCIES
The Commissioners addressed three upcoming vacancies on the Hospital
Board. The terms of Mary Bateman, Steve Allred and Mark Harris
were expiring. All had expressed willingness to serve another
term. Commissioner Kunz made a motion seconded by Commissioner
Romrell to reappoint the three members to another term. Motion
carried.
COUNTY FILM COMMISSION
Frank Vilt and Roger Hunzeker asked the Commissioners for support
in forming a Bear Lake Valley Film Commission. They felt that
this could help attract film makers to the valley to produce movies.
The Commissioners were supportive and will draft a resolution
in support of the project.
PUBLIC COMMENTS
Bill Stock commented on the lack of parking in Fish Haven and
the resulting congestion.
EXECUTIVE SESSION
Commissioner Romrell made a motion seconded by Commissioner Kunz
to convene in executive session per Idaho Code 67-2345(b, c and
f) to discuss medical indigent cases, personnel and legal issues.
All Commissioners voted yes in a roll call vote.
HISTORIAN
Commissioner Romrell made a motion seconded by Commissioner Kunz
to authorize Attorney Roger Jones to hire a Historian to gather
information for the Joes Gap validation proceedings. Motion carried.
PTO POLICY
The Commissioners further discussed a possible PTO policy to replace
the current vacation and sick leave policy. They decided to delay
any action until discussing this in an upcoming Four-County meeting
in early January.
Meeting adjourned subject to recall by the Chairman or his order.
